An issue with computer is affecting VAC.

Sorry if this thread is in the wrong place. Feel free to move or even delete it if need be.

I've gotten this issue several times, saying "An issue with your computer is blocking the VAC system" or something like that. Err...okay? I've looked up this issue non-stop for hours. Nothing seems to be working.
I've tried all of the following methods.

However, nothing is working. I've restarted multiple times, verified integrity of game cache, and even uninstalled Steam. Nothing does seem to work. I believe the major issue is the Steam Service. Every time I launch Steam I get the message to install Steam Service. Normally I just hit "Cancel" because whenever I hit "Install" it lags out and Steam closes. I have tried re-installing and repairing Steam Service. If anybody knows how to fix these issues I would love to see a post on how-to below. Anything is helpful.

I get this whenever I do a fresh is install, and each time in have just waited a while for it to fix itself because no solutions worked, but it has 3 times

That could be it because I installed a game yesterday and that's when it started.

Certain software causes problems as well. I have found that Dropbox desktop app tends to cause issues with this when it starts syncing files for some reason. Also, Malwarebytes kept seeing the fix files as viruses so after a while I just had to add an exception.
