Random spikes during gameplay?

Yo.

So, seemingly randomly, in tf2 and mumble, I'll get these ping spikes that raise my ping like 30 and start making it really laggy and choppy. During this, my net_graph looks like this:

I don't know what's going on, and it subsides randomly. Any idea what's going on?

I'm on a wired connection. The only things I can think of that would be on the network would be my tablet or the downstairs comp (my parents weren't on it at the time). I don't live in a dorm, and my ISP is t6 broadband (aka the isp for living in the middle of nowhere, Wisconsin).
