144hz if different then native desktop resolution?

I'm trying to figure out, If my desktop resolution is 1920x1080 and 144hz, If i run 1366x768 in tf2 and have -refresh 144 in my command line, am I really running 144hz in game?

if your refresh rate in your gfx card control panel is set to 144hz, that's what the source engine will use. resolution shouldnt make a difference.
