Ok so here is what happens. I Open tf2. Loads to start up screen. Crashes within 20 seconds or less.
Additional info:
I have prec.
I have a config
I changed my hud and then it crashed when trying to load.
uninstalled new hud, still crashes.
I have anti virus.
I already tried restating steam.
I am validating steam cache atm.

have you not played since the update?

if not, try to go to your ui folder and delete WaveCompleteSummaryPanel.res -- this seemed to be a fix for games crashing after the recent MvM update.

someone could correct me if i'm wrong, but i believe it is in:

steam > steamapps > common > team fortress 2 > tf > resource > ui > WaveCompleteSummaryPanel.res

make sure your custom folder is empty except for the cfg folder if you have it there.
