FPS Drops

So a I have the same problem as is described here http://steamcommunity.com/app/221410/discussions/2/846939071369779886/

This shit started a week ago, and only in Tf2. Any other games are running perfectly on mid/high settings. I tried everything that allmighty google sugested me, nothing helped. I tried to completely restart the game/configs/settings and if before that when I connected to any servers I had 2 mins of stable 300 fps and then drop to 60 with freezing and stuttering, now I have full time 300 with 10-15 secs drops to 60, once around 3-5 mins.

Doesnt help, is disabled in settings and in game properties
