Of course, there are some of them who have sexual preference towards an anime character. But the perception of all men who like 2D girls must have a sexual preference for that fictional character is not true. Nowadays, idols are marketed with the principle of someone who you can meet, and lately, many idols are only slightly more beautiful than the average girls. This might be deliberately done by the showbiz world to attract more men, but on the contrary this kind of idol is shunned by men who love 2D girls.
Anime characters live in a title/work. These artificial characters cannot betray you. If a particular character is loved by men, as long as there are no drastic changes made by the creator, it can be said that the ideal woman dreamed by those men is there, unchanged and in her perfect state. It’s different with real life idols that have many real men around them, and moreover there can be a certain statement or comment from them which can betray the expectation of those men.
In other words, for some men nowadays, a 2D girl is like an idol or goddess from ancient times. I think they fell in love with a 2D character because of the high standard that they have set in their mind and concern of being let down by a real girl because she is not what they expected to be.”

It depends on the state. After a quick google search it appears they do and in most states for around seven years.
