TL;DR:
Gov't funded science into researching if remote viewing is an actual phenomenon. The conclusions are vague and the tests use to produce those results are generally discredited. The CIA took over in 1995 and cancelled the project, citing no useful intelligence applications. All this info has been available to the public for years, only you had to physically go to the archives to read these reports until now.
