used to have similar problems, all my net problems dissapeared when i set up a actual ethernet connection instead of using a powerline adapter.
AriePowerline adapters are garbage.

Its a great mice but the default mouse feet are horrible depending on your mousepad. i was using it with a qck + and a qck heavy and the pad basically felt and sounded like sandpaper, so be on the lookout for that

I used to play on a powerline adapter too and had the exact same issues. Since ive switched to using a lan cable i get overall higher up and download speed, ping and the rubber banding and timing out completely dissapeared. It might be a hassle to set up the lan cable if your pc is far away from your router, but its 100% worth it.

ComangliaMake sure you have "-refresh 144" in your launch options and if you use windowed or borderless windowed mode that your desktop is also set to 144Hz.
Also among other things go to your Nvidia Control panel settings "Manage 3D settings" go to "Program settings" and either under TF2 or Global (if you want this to affect every game) set "maximum pre-rendered frames" to 1. Seriously every competitive player should do this for the game they play, if they have an nvidia card. AMD users are typically defaulted to 1 for FPS games and 2 for almost everything else so it's not as big of an issue.
