Why would he ratehack anyway? In my opinion, he doesn't need to hack in order to win anything as he proved himself at i55.
i highly doubt carter was doing it on purpose, that isn't even the point. it's hard to villify someone for not doing the super sportsmanship move when it is fully legal according to the rules. the point is that there isn't a rule enforcing the issue and that those in charge who can over rule the fact that is isn't there did nothing about it.
