your inches per 360 stay the same no matter the res
you can test it yourself in a corner. Proof: https://www.youtube.com/watch?v=hWpL5QVjOdg&feature=youtu.be
the reason it feels faster with 4:3 is because the the "squares" that made up your view got stretched to rectangles on the horizontal.
edit:there shouldn't be any significant fps difference between the two.

unskilledcukei's dm is just as good as any top open/low invite scout and if he put effort into learning the game and playing properly he could be there in a few seasons but for some reason he just plays with frenzy
I'm off the frenzy drug, the withdrawals almost put me under.
