What are you looking to do?

I don't think "Client Plugins" are actually a thing, CastingEssentials hooks into IServerPluginCallbacks (in engine/iserverplugin.h) from what I can tell; from there you can pretty much do whatever you need

I don't think anyone has ever fully documented how shit actually works after reverse-engineering; you can probably find snippets by googling random topics or class names.
I've dabbled a little; it's a lot of poking around once you get hooks working
You're honestly probably better off using CastingEssentials as a base
Depending if they can afford to spend time with you, Pazer and SIGSEGV are great sources of knowledge, the AlliedModders wiki and forums as well

I'm gonna say the following, not to discourage you, but as a warning for the sake of your mental health:
Working with the source engine takes an insane amount of patience, you're battling with C++ code that's almost 20 years old, most of this shit doesn't make sense, it's probably not worth your time

x86-64 CPUs can run x86-32 natively as far as I'm aware
what Linus means is that 32 bit code needs to be recompiled to 64 bit at the very least
it's possible that floating point operations might diverge between the two but that's as much the fault of the different architecture as it is the fault of things like silicon quality, ram speed, OS architecture, and such. divergences usually don't matter because the source physics+networking model picks a single authoritative figure which all other clients will update from 66 times per second, the differences can only be tiny and unperceiveable

It's honestly tiring, it's not hard to see that people don't enjoy having unlocks unecessarily shoved down their throats, it's far from being an insane opinion. It's easy to shit on everyone who doesn't agree with you just because there's ingenious theorycrafters but it's not okay
There's still no guidelines for whitelist design other than "OPEN = GOOD" which is an arbitrary position that very little agree with

It honestly doesn't matter much at this point, people suffered through enough that going back is unlikely, you'll have your absolutely stupid open whitelist that literally nobody agrees with, stop whining about people being disappointed.
