FPS problem

I've had this problem for about 2-3 weeks. TF2 gets horrible fps, usually 40-50 then I get an fps drop every minute and goes to 10-20. Before you say "It's enough!" It is if it was a constant 40-50. I always get fps drops, its unbearable.
Not only that but there's a bit of a story which might help. I have 2 pc's, one at my grandma's apartament, and one here where I live. This PC used to be at my grandmas apartament, but then we got a much better PC, so we put that PC there, and this PC here. (kinda confusing)
GeForce GT 620 (yes its that shit)
i3-4130
Another thing which is strange, is that before I had this problem I got really good fps, somewhere between 150-300.
I also use 4:3 1024x768, if that helps.
I currently have done: Verifying the game, changing fps configs from time to time. I currently use Comanglia's toaster config.

Comanglia's config is outdated, you should definitely try to use mastercomfig. Follow the installation instructions (including how to clean up your tf2) so you can make sure that your tf2 settings/config are not causing any issues.

I tried it, it didnt do much apart from giving me about 5-7 fps which'll help if this gets solved.

1. What "other"?
2. Is that after running TF2? Because unless your room is extremely cold that looks like idle temperatures.

Setsul2. Is that after running TF2? Because unless your room is extremely cold that looks like idle temperatures.

The max is worthless if you started the program after closing TF2.

He means that you're supposed to run CoreTemp while playing tf2, and then check the max temperatures.

Honestly just use hwmonitor, because either you're doing it wrong or the CPU is sitting at 800 MHz under load and we need to look at max clockrates anyway.

Somehow it got fixed, formatted the pc and the fps went back to normal. Sorry if i kept you waiting
LATE EDIT: to the people wondering, i didnt format the pc because of shit fps. I formatted it because my pc was getting really slow. It was piling up with junk, so I formatted it.
