Just,Think about it. If the limit was set to 1 it would be the perfect place to practice sniping, It would be a really fucking good warmup or practice too. like i think more people would be really good at sniper if it was a thing in soap dm. One counter argument to this would be that it would simply be too annoying for people that aren't playing sniper but i think that's just bullshit because no matter how good the sniper is he will still miss which will give you the opportunity to kill him.
Instead of playing aids pubs to warm your aim up on sniper you could just play some dm which is alot less aids.

snipers in a dm server means you're randomly dying to some dude you don't know about while killing one wouldn't realy help with your dm getting better. Also i'd imagine it'd be quite frustrating to have a sniper in your team that rarely hits shots and is basicly a walking health pack.

dm is already annoying enough with scouts that run away when they take 50 damage sniper would be even more aids to play against.

Tryhardbrigade plugin used to have only hs deal damage. They would also deal something absurd like 1337 iirc, and it was fine for practice without being all that aids, since the sniper had to be hitting skillful shots.

dm sniper is cringe for everyone in the server including the person playing sniper
if you want to get good at sniper play it in pubs, pregame, & at the right times during pugs
