TF2 update for 6/26/18

Via the new HLDS:

Valve- Added tournament/community medals for HLMixes, Hydro.tf, Ready Steady Pan Season 4, and Blapature
- Tweaked Competitive Mode MMR calculations
- MMR mobility increased somewhat across the board
- Players who have high game counts relative to the rest of the player base should see fewer adjustments of 1 or 0 MMR
- Updated pl_enclosure_final to fix a displacement hole in stage two
- Updated Test Run items such that the discount is not valid if the item is already on sale in the Mann Co. Store
- Updated the models for The Frontier Djustice, The Rotation Sensation, and the Elf Esteem to fix display problems with unusual effects
- Fixed some currencies not properly calculating the Test Run discount, which prevented being able to purchase the item
- Updated the localization files

Rumor has it:

- You guessed it, localization made possible in part by contributions from Translators Like You - Thank You: https://github.com/SteamDatabase/GameTracking-TF2/commit/be0c938934c54db3d6f27070ec36b8d1f162ab85

- The remaining two likely related to EU GDPR protobufs that were present in both Portal 2 and Dota 2 but were not present with an inclusion in the 6/7/18 update have now found their way in to TF2 today

- Wait, what, the new HLDS? If you missed the email Valve sent you, they've tossed out their self-hosted GNU Mailman box that the HLDS mailing list (and its derivatives) was on, in favor of a cloud provider (Simplelists). If you were previously a subscriber to the old list, you must resubscribe to HLDS to continue getting messages
- If you tried to sign up in the first hour or so a few weeks ago but weren't able to due to subscription limits, you should be able to try again successfully

- Size is ~90 MB

nice this is definitely the change we needed to finally get pubbers to play matchmaking

its not much but the mm algorithm was pretty routinely giving such small change that it was truncating to 1 or 0 after every game for a lot of people. and when the ranks are heavily dependant on fucking rounding errors it can make the MMR very inaccurate and fuck up team balancing on top of all the other problems it has.

yeah, i have less fps and i drop to 50 fps every now and then :'(
