Hey so I've been fiddling with different configs but I can't find the right balance for my rig, I would appreciate if someone could hint me toward an adapted config for my setup.

I'm playing on an MSI laptop and here are the specs:

CPU:
Intel Core i7 7700HQ @ 2.80GHz overclocked at 3.48Ghz
Kaby Lake 14nm Technology

GPU:
GeForce GTX 1080
Memory 4095 MB

RAM:
16.0GB @ 1195MHz (17-17-17-39)

Motherboard:
Micro-Star International Co. Ltd. MS-17A1 (U3E1)

Monitor:
Gsync
1920x1080 pixels
Monitor Frequency 120 Hz

Storage:
931GB Hitachi HGST HTS721010A9E630 (SATA)
238GB Intel Raid 0 Volume (RAID)

The game is currently installed on my SSD, I have tried Comfig: midquality and compquality, B4nny and an old comanglia cfg.

The cpu could be the culprit of the limited performance, however I found that it rarely process over 50% no ore does the GPU.

I'm currently using the midquality comfig and the game runs at an average of 80-100-150fps the highest value is in the spawn room with around 180-220fps and the lowest is during intense teamfight where it can go down to 68fps.

I also tried capping the fps to 121 the game was more stable with less noticeable lag spike but not as smooth as without the cap.

edit: adjusted fps value after new evaluation.

launch option:
-novid -nojoy -nosteamcontroller -noff -softparticlesdefaultoff -reuse

I installed the .vpk in the custom folder and I reinstalled my game to clear out all my previous cfgs.

Then I did a custom.cfg file to tweak some game settings and class binds with the _c.cfg format.

You have Windows, right? Try out setting different dxlevels (-dxlevel 98, 95, 90, 100) too see how it affects your FPS.

Adding these launch options should help a bit:

-freq 120 : sets the game's refresh rate to 120HZ for your monitor
-threads 4 : increases the number of worker threads available (according to your 7700HQ CPU, this is the ideal value)

And then you can test out these:

-r_emulate_gl
-high
-nouserclip

After putting basically any fps config on a "gaming" laptop, the biggest limiting factor is going to be your CPU temp, as mobile CPUs are designed to not overheat as much as possible so if they reach certain temperature thresholds they will downclock (technically desktop CPUs do this as well it just isn't as obvious due to better cooling/spacing of parts). Better cooling almost always = better gaming performance for a laptop.

My laptop (gt73vr 7rf) is clean and I have no temperature problem CPU runs at 32-40°C when idle and 55-65°C when playing TF2

I tried low-medium-high quality and I get about the same performance for all the different configs.

Better cooling almost always = better gaming performance for a laptop.

Alimentation is already set to high performance.

I tried low-medium-high quality and I get about the same performance for all the different configs.

Temp while under load is irrelevant with CPUs like yours, if it reaches a certain temp it will drop it's clock and voltage to prevent it from going higher and prevent damage.

so this is a graph from XTU. on the first pic the cpu is locked to 3.2 ghz and it throttles to 2.1 ghz at 67C.

on the second pic the cpu is locked to 3.1ghz and with the throttling it goes to 2.75 ghz 84C.

on the third pic i disabled the Turbo Boost so the cpu is locked to 2.8 ghz and with the throttling it goes to 2.64 ghz at 77C

these are while i am playing pubg at lowest settings except the texture being medium.

As can be seen with this user with the exact same CPU when the CPU is set for 3.2GHz it reaches a thermal throttle at only 67c. You having yours set for ~3.5GHz you're probably hitting a thermal throttle, and even if you aren't on your CPU you probably are elsewhere given the normal design of laptops, and yes even the ones that have the fans and heatsinks like yours. Given the setup of your laptops intake though, you would probably notice a decent benefit just by giving it a couple extra CMs from any surface below it (if you already have it normally sitting on a flat surface).

If you do buy a cooling pad which I still highly recommend btw. You will need to get one where either the fans blow into the laptop or more likely ones that you can adjust the direction either way.

also I see you're mentioning that cpu usage is sub 50%, this is normal TF2 will not use 100% of an i7 with 8 threads.

Also just because CPU temperatures are reasonable doesn't mean the Voltage Regulator Module (VRM) isn't being thermally throttled which will cause a power throttle on your CPU.

I see, thank you very much for providing alternative solutions, I will probably invest in a cooling pad.
TF2 under using the i7 threads answers my initial concern.

I've experimented with different games without encountering this problem.
Xcom 2 in medium/high settings runs without any problems, CPU was running around 75-90% usage with a stable 70-5°C.

I rolled backed to an old config I used to run and things seems to be doing alright so I'll stick with it.
