There are two things wrong with this question.

1. It would literally take less than 2 minutes to test this yourself in your game by running timedemo on the well known benchmark file, changing your mat_specular setting, then running the timedemo again.

2. Assuming someone did give you an answer, would you just accept this as a fact? This question can only be answered on a case by case basis. What helps my computer may not help yours (rightfully assuming that the probability of our computers being identical is negligible).
