So I decided to install this config on my computer http://www.teamfortress.tv/42867/mastercomfig-fps-customization-config . I did the cleaning up process where I deleted the tf/cfg folder and put in the launch options though I didn't do the steam cloud part because I'm sure that I don't have it on. I opened tf2 and it closed like it was supposed to do. Then I just dragged the wanted files, put the launch options and went ingame. And honeslty the game looked like shit compared to what it looked like before so I tried to reverse everything I did without much success, I took off the launch options and deleted the files that I had put in but the game still looks like crap, how do I fix this?

What looked shit about it? I can tell you the settings to put in your custom.cfg to get the quality you desire.
If you really want to remove it, do the cleanup process again.

The whole point of an fps config is to make the game look like shit, idk what you expected
If you want to revert it, delete the config file and launch the game ONCE with -autoconfig in the launch options. Remove -autoconfig after the first launch
