since I felt that my game wasn't "smooth" in fullscreen, i decided to switch to windowed to see if it helps and it actually did. why? isnt fullscreen supposed to be better when it comes to input lag and stuff?

Windowed mode can enable vsync making the game smoother but increasing input lag.

I'm not 100% sure but i think windowed mode adds a windows vsync not ingame vsync, so checking things like mat_vsync won't tell you wether vsync is on or not.

if the vsync theory fails, don't you by chance have desktop set to higher refresh rate than tf2?

When I upgraded to a 144hz monitor, I was getting terrible screen tearing until I changed to borderless windowed. I'm not sure if there's any added input delay, but if there is I can't perceive it.
