okay that is the problem and im dumb but how do i change that? the background is transparent when i open it in paint.net, same as the vtfs that work, but then is white when imported on vtfedit

Use magic wand to select the entire background then press ctrl+x also try the online vtf convertor

this didnt work, background is still white. the value number under HSV keeps changing to 100 despite changing it to 0, like it is in all the vtfs that work, so im really not sure whats not working here >:(

Paint.net doesn't preserve color when the alpha channel is 0. This causes it to bleed white edges when resized / compressed even slightly.

What I always do is just apply a black layer with alpha 1 / 255. It's basically invisible but makes it work properly.
