enabling steam overlay?

For some reason on my laptop I've been having the issue where I can't shift tab in tf2, and now I can't open up the market because it says that steam community must be enabled in game to use mann co store. Steam overlay is enabled for both tf2 and in general, yet still isn't working for me. Anyone know a fix for this?

edit: its only in tf2 that I have this problem, iirc all other games are fine

unplug your controller

You can enable or change steam overlay also change the key-bind in the steam setting under in-game tab. If that doesn't help maybe just reinstall steam.

In most cases the controller is the one that creates this problem in laptop. I have read from some australia writings that reinstalling the steam or updating the controller can work. Try these and hopefully there will be no problem.

Some basic questions (I was having this problem when I used to use a laptop):
How much memory do you have?
Have you verified your files?
Is there a problem with your gameoverlayrenderer.dll file (i.e. it's disabled by admin) or any other Steam files?
Can you post your autoexec (if you can)?
What OS do you use?

Possible solutions:
Verify your files as well as a manual check for anything out of order (check for disabled files).
Try running TF2 modless/vanilla.
Reinstall TF2/Steam.
Check for the problem on another computer if you can (also under the same settings if you have this much free time).
Disable all controller settings (-nosteamcontroller -nojoy).
Check to make sure you didn't rebind Steam overlay to something other than Shift+Tab.

for me, going to task manager and killing gameoverlayui.exe or something along those lines helps
