Need help with Graphics Configs

Hello. So for about like 3 months, I've been intensively trying to improve my game's frame rate. By default, I get around 100+ in spawn rooms/low combat areas, and drops to 30-40 in action. As I've started to play in Competitive, this is unacceptable.

My craptop is running a i5 5200U Intel CPU, and Intel HD 5500 GPU if you can count that as even being a GPU.
In addition to trying every driver I can get my hands on and finding nothing helps, I've tried literally every goddamn graphics config I can get my hands on.

Cowmanglia's Stability + DX81 or any DX level - reduces frames to 25-35 everywhere
Felik's - Adds 10 frames
Rhapsody's - Same as Felik
Various Frankensteined configs - same as above
Chris's DX9 Frames - adds 15 frames

I do not understand what is going on. The config that theoretically should and would give me the most frames gives the least, while the completely obsolete config gives me the most. I've tried everything you can think of - heapsize, dxlevel, I've spent hours upon hours editting and trying to boil down these configs. I am losing my mind here. Tell me what I need to do so I can run my game at a respectable frame rate.

EDIT - in addition to this, I have a friend on a older Macbook with worse specs, that somehow manages 50-70 pretty much everywhere all the time. I'm baffled.

And no, I can't buy a new computer.

I'm fairly certain there's more going on here, like how the best GFX config provides worse performance than default TF2.

hey my old laptop has the exact same specs, toshiba satellite? when I used to play tf2 on it with comanglia's config and 1024x768 i would average about 120 fps, really only dipping below 100 on sunshine mid fights. it's a shot in the dark but maybe your laptop's cpufan isn't working properly and isn't cooling properly, resulting in the throttled performance.

really your fps shouldn't be that bad at all, thats definitely strange.

Cleaned fan a while back; didn't do much. CPU clocks out at 2.4-5 GHz, because of intel's turbo-bs-whatever-psuedo-overclocking thing.

I also got no bullet dust as well as no smoke from explosions mod and shut down everything when playing. I was able to boost up my frames to 100-130 most of the time. I still suffer from lag cuz my wifi sucks :(.

Your laptop isn't even that bad for a 10 year old game. I've got a laptop with an i3 and Intel hd graphics 3000 and I get 90 fps on mids, 120+ everywhere else with comanglia's and dx8

So, have you checked the basics? Is your laptop set to high performance and not high battery life? Did you check the actual ingame video options and made sure everything is set to low? Afaik none of the fps configs touch those options, you have to do it yourself.

Also are you running tf2 with everything else closed or do you have 200 other tasks open at the same time? Check your task manager with tf2 open and see if anything else is eating resources

I recommend putting in the following launch commands:
-threads 4 -novid -heapsize 4194304 -mat_dxlevel 98 -noforcemaccel -noforcemparms -noforcemspd

These helped me a lot. If these don't work I guess you'd probably just wanna wait till the TF team finally gets around to optimizing the game.
I have similar specs and run other games perfectly; so unless you have problems with other games don't go messing around trying to fix your computer when it isn't broken.

EDIT: Also try putting in -high

I recommend putting in the following launch commands:
-threads 4 -novid -heapsize 4194304 -mat_dxlevel 98 -noforcemaccel -noforcemparms -noforcemspd

These helped me a lot. If these don't work I guess you'd probably just wanna wait till the TF team finally gets around to optimizing the game.

-noforcemaccel -noforcemparms -noforcemspd stopped working years ago. these are placebo
-mat_dxlevel 98 is usually the worst dxlevel for fps. 90 or 95 better if you want to use dx9, but for fps 81 is best
Pretty sure -threads doesn't matter depending on specs
don't remember what -heapsize does exactly but I doubt it's a significant difference if you have it in launch options. Graphics configs probably already put it at recommended values for fps

Also I might as well chip in and ask what performance I should be expecting out of my laptop since I'm getting anywhere from 25-40 fps on average with dx8 and a modified graphics config for lowest possible settings. I've unfortunately gotten used to playing in such an abysmal framerate but the fact that I sometimes get such framedrops in MGE is what really concerns me. I've even gone to scaling my resolution down from 1366 x 768 (Native resolution) to 1024 x 768

You can play on casual with DX81 - however as I already said in the post it actually gives me worse fps
