Hey there, my old pc of 6+ years finally died today so I'm thinking of building a pc for the first time. I don't know too much about parts but I'd be mainly using it to play TF2 (ideally above 100fps), do uni work and just general browsing of the internet.

I need a build within grounds of a $1800 AUD budget, 120SSD / HDD needed (2TB), 144hz monitor (XL2511Z), needs to be minimal noise, requires a graphics card that can accommodate for 2 monitors (one running above 144hz). Games typically run would be TF2 / source games. I'd really like to be able to get 300+ fps consistent if at all possible, for maximum reliability. I want to build as soon as possible.

This isn't just about clockrate, but also about IPC.
Also you have to actually get the 7700K to 5.0 Ghz.
If I had to guess I'd say about 25-35% for TF2, in modern games if you're actually using high settings you'll be running into a GPU limit and the difference will be ~2%.

Intel cpu's have higher instructions per cycle which means 1ghz intel is faster than 1ghz amd so dont pay too much attention to the hz when comparing across brands.

You're oversimplifying this a bit, this isn't about Intel vs AMD, it's about architectures.
Also IPC even depends on programs.
So while on average it's Bulldozer < Sandy Bridge < Ivy Bridge < Haswell < Zen < Broadwell < Skylake = Kaby Lake in some programs Broadwell will have higher IPC than Zen and in some it will have lower.
Then there's even weirder things where due to some microarchitectural fuckery some things are actually slower on Haswell than on Sandy Bridge.

This reads like an exercises from a math schoolbook.
x = price of 1060
y = price of 1070
z = price of 1080
x = z/2
y = x + 150

3 variables, only 2 equations -> not uniquely solvable.

Also bang for buck is a terrible metric when you're comparing 3 things where the fastest is almost twice as fast as the slowest and twice as expensive. If you want e.g. 60 fps at certain settings and only the fastest will get you that all other options are useless regardless of bang for buck. If even the slowest is fast enough then anything more expensive is a waste of money.

Over clocking isn't really a big deal for me, I'm pretty useless when it comes to computers, what I meant by reliability is that the fps is consistent and reliable and not jittery and inconsistent. The XL2411 Would be the only 144hz, in addition to my 60hz monitor which i already own, Neither monitors will be running over 144hz, just a mistake on my end.

So I have a pc with an i5 4460 @ 3.2 Ghz and an AMD HD 7850. I get 200 fps average in - game, which is fine for me as I have a 60Hz monitor. However, I recently played on my friends PC with his 144Hz monitor and the difference was incredible and I would really like to get one.

MY QUESTION IS: How many frames should I look to be getting when running at 144Hz, can I achieve this with my current set up, and, ultimately, do I buy a 144Hz monitor yet or upgrade my PC first.

Recommendations on which parts to upgrade to would also be appreciated, bearing in mind my motherboard is an H81M and I have 8 GB of DDR3
