Is my mobo dead

My computer doesn't respond when I attempt to power it on. The fans won't spin, LEDs don't light up. The only sign of any power is a short beep that plays from my speakers every ~5 seconds and a feint beep inside the case, which I imagine is what I hear from the speakers. I've tested the PSU via a paper clip and tested the mobo's power button pins with a flathead to test for a faulty power button. The PSU worked fine, but the flathead test came back negative. I've unplugged and plugged back in every cable and reseated all but the mobo itself, including the battery.

rip mobo?

If your PC has a critical hardware issue the beeps your MB makes correspond to a beep error. The exact error depends on your BIOS, see http://brebru.com/beepcodes.html If you have a custom PC you probably have either AMI, award or phoenix. Check with your manufacturer's website.

From some googling around the issue it sounds like it could be memory. If you remove all your RAM and try turning it on what happens. If possible try borrow some compatible RAM from another PC or move around your RAM to see if you can isolate the issue to a particular slot/DIMM

Removed all RAM and nothing still, as if I tried turning on the computer with the PSU turned off. I can't imagine the mobo is completely dead or anything because the light on my speakers light up when the beeping through them happens. So the speakers power up very momentarily and they're plugged into the back panel USB.

As far as deciphering the beeps, which manufacturer are you suggesting I look up, my mobo's?

Well I don't think the speaker manufacturer knows the mobo's beep codes.
Also what your speakers do is rather irrelevant. Only the beeps coming from the mobo itself matter.

The mobo can be completely dead and still provide power to USB. The mobo is not a PSU, all it "does" is connect a +5V pin on its own power connector to the +5V connector on each USB port.

As setsul said the power delivery to the speakers on your mobo could be working but not another critical parts.

Yes motherboard manufacturer. The website should have a manual/spec list which should say who made the bios. Then refer to the link I put before to see if the beep tones correspond to anything. This only applies to beeps from the motherboard, not speakers as that could be anything.
E.g. My motherboards page has a spec sheet lists the bios as 128Mb AMI UEFI Legal BIOS meaning my bios is an AMI one.

First remove everything but what i said before then try boot. If it works then try adding things back one at a time till it doesnt work. If it doesnt work on that part being added it is probably that part.

Given i think the ram could well be the issue try using MemTest86 http://www.memtest86.com/
Do use it get a USB that you dont mind being wiped and another PC. Then follow the instructions, you will need to re plug in your mouse and keyboard for this.

Download the Windows MemTest86 USB image.
Right click on the downloaded file and select the "Extract to Here" option. This places the USB image and imaging tool into the current folder.
Run the included imageUSB tool, it should already have the image file selected and you just need to choose which connected USB drive to turn into a bootable drive. Note that this will erase all data on the drive.

Then power the PC off, insert the USB power it back on and let it run the default memory test.
It should give you a report, while it is possible to determine the faulty module from the report it can be easier to just rerun the test with different combinations of your ram modules to isolate the failing part. Read here for a more complete run down.

Which part of Cali? What are your specs? Perhaps I or a few friends of mine may be of assistance.
