Been having FPS issues since last year

Windows 10 64bit
Intel(R) Core(TM) i7-4790 CPU @ 3.60GHz (8 CPUs)
MSI GeForce GTX 980
16GB Ram

I expect this rig to be able to handle 144 frames constant. I've been through countless FPS configs (Comanglias, Chris's, custom ones, etc), messed around with launch options and console commands, checked my temperatures, reinstalled drivers, disabled shadowplay and a bunch of other stuff, but yet I find myself dipping consistently when I'm not playing something like Badlands 6s.

Am I mistaken? Is the rig not good enough? Or is TF2 just shit?

Comangliago to your Nvidia Control panel settings "Manage 3D settings" go to "Program settings" and either under TF2 or Global (if you want this to affect every game) set "maximum pre-rendered frames" to 1. Seriously every competitive player should do this for the game they play, if they have an nvidia card. AMD users are typically defaulted to 1 for FPS games and 2 for almost everything else so it's not as big of an issue.

I've read that sometimes CPU bound games get a FPS boost from this (this hasn't been the case for me afaik but it's been awhile) should also decrease your overall input lag if you haven't done this.

Seems relatively the same. Think I'm going to clean my CFG's and launch options and try fresh. Which of your configs do you recommend? And which is the in thing atm, DX9 or 8?

Also I check my Task Manager, and TF2 isn't even taking up 20% on the cpu. I don't know.

But yeah with your setup you minimum fps for DX 8.1 no shadows, no hats, my fps config, should be roughly around ~140 in a 24 person server.

Alright thanks, shall mess around with that. Did a quick benchmark with that which supports what you say

2639 frames 17.721 seconds 148.92 fps ( 6.72 ms/f) 13.685 fps variability

I'm on a Gigabyte H97-D3H for motherboard.

Setsul will have the best answers, but for the most part intel i7 if you plan on doing background stuff or video editing along with playing TF2 or an i5. If you can handle overclocking get an overclocking variant and get some good cooling for your CPU and OC it to somewhere in the 4.5-5GHz range. 4.5GHz should be relatively easy to get with most i7 and i5 k series CPUs just don't put the voltage above 1.4 unless you REALLY know what you're doing. Otherwise high speed ram with low Cas Latency is the next best thing to recommend.
