cpu not reaching max speed

i have this processor in my laptop: https://ark.intel.com/products/71459/Intel-Core-i7-3630QM-Processor-6M-Cache-up-to-3_40-GHz

its one of those cpus that ramps up speed only for games and shit to save power

ive had no problems running tf2 and csgo, always hitting around 300 fps.

noticed my cpu in task manager only ever gets to 3.1 ghz - never seen it above that in the years ive had this thing.

should be reaching 3.4 right?????????

is this holding me back from becoming a cs GOD again?? how do i maximize the full potential of my cpu? thanks

What GPU do you have, as if your system is being bottlenecked by your GPU then it wont turbo yuor cup to its max.

Also what are your temps like, laptops are known to have cooling issues, so if your cpu is getting too hot it wont go to its maximum possible frequency.

When playing try log your cpu temps/clock speed to see get some more info, you can use http://www.alcpu.com/CoreTemp/ to monitor log these to a file while you play.

If you want a similar program for your gpu use GPU-Z (https://www.techpowerup.com/gpuz/)

turbo boost only enables if your cooling can handle it and if the performance is actually needed - it's not going to turbo if you're only hitting 20% CPU load. also I think you have to enable high performance mode in the Windows power settings.

300 is the default cap. If you hit that the CPU doesn't need to clock higher. It would just waste power.

No. this is "up to".
Only if the temperature is low enough and there's enough power budget left it can go to 3.4 (and only if it's actually needed).
Do you have a GPU or are you using the iGPU? That would be also part of the power budget. If you have a GPU then the power budget for the CPU itself might be set lower to conserve a bit of battery charge. Or simply the heat of a GPU next to the CPU is causing it to not go as high.

Also this is single core turbo. You can only get one core to 3.4. If you don't want all other cores to sit at 2.4 then you can either get 2 at 2.4 and 2 at 3.3 or 1 at 2.4 or 3/4 at 3.2 (depending on if the 4th is needed to clock that high).

BUT WAIT THERE'S MORE!
Windows is bugged. Who knew. For example an i-4790K will show 4.12 GHz when everything is working perfectly fine. Doesn't sound right, I mean it should go up to 4.4. Well it's either 2 cores at 4.0 and 2 at 4.4 or all 4 cores at 4.2. Either way an average of 4.2. And windows doesn't really do math like normal people. 4.12 = 4.2. Lock all cores to 4.4 and it will display 4.32. Trust me, I've tried it.

So what's actually happening is all 4 cores are running at 3.2 which is indeed the max and windows is displaying 3.12 or something like that.

ok thanks for the help guys, the main reason i brought this up is because often my fps does dip below 200 in certain maps in csgo and i can REALLY feel it. it feels terrible playing the new inferno and nuke so i basically just avoid those. even at around 240 fps (double my refresh rate) and higher i can feel input lag on these maps. i play on all low settings in csgo and my res is 1280x720 on a 1080p display.

my laptop has a gtx 670m in it + 16 gbs of ram (sorry, i should have stated this in my post). my processor does run really hot, like mid 90's in Celsius when im playing games. idles at mid 60's/low 70's. i will clean the fans out since its super easy on this thing. i should also mention this processor has spent thousands and thousands of hours at like 95 celcius, is this detrimental to performance?

i do have on high performance in my windows settings.

setsul, even when im playing csgo without a cap you'd think it would clock higher to at least 3.2 ghz or higher with multicore rendering enabled right? or am i reading your post wrong? also like when my fps dips down youd think it would clock higher to compensate for my fps drop when changing my view to a more open area of the map right? maybe i do not fully understanding how processors/gpus work. thanks for the help so far guys.

At those temperatures it will throttle.

With multicore rendering enabled multiple cores will be used. You can't get higher than 3.2 with multiple cores.
