Computer takes a long time to power up mobo

I have an issue where my computer, once I switch it on at the socket, takes about 30 seconds to power up the motherboard, then when I actually boot the machine it takes me to the bios page and I have to reset and save all settings to actually get to the Windows loading screen.

I have an inclining its the power supply and I hope it is as I have a spare unopened one somewhere, just didn't want to go through the hassle of swapping out PSU if that is not the issue.

Any ideas team?

I'd go with CMOS battery first. cheapest & easiest thing to replace.
