The thing you have to consider is that the 4chan troll didn't directly send it to the cia of course but to an anti trump pundit to mess with him, claiming to be some intelligence officer, and apparently he thought it was real. That was months ago. Who knows what he did with it. That post was on the 1st of November.

but yeah you're definitely right about being skeptical. The actual document isn't really as important as the fact that multiple high level people have been briefed on it. Supposedly both Trump and Obama have had CIA briefings and various Senators have read it as well.

this thread is a succinct discussion about why the document is pretty poorly written from an IC perspective. It looks pretty likely this came from a civilian source. I figure the CIA can figure that out kind of quick and do a bit of vetting.
