Ah well, the ways of Dell are mysterious.

Actually if we're talking most powerful CPU the mobo will definitely have to be replaced. PSU not so much.

It's not that easy though, there's some 6 cores that are theoretically more powerful and better for streaming but worse for TF2. The sane choice would be the i7-6700.

You could cram in a GTX 1080 if you really tried but I don't see the need for it when going by what he said so far a 170$ GPU would be plenty.

So anything more demanding than OW and TF2 he might play?

It will be mostly TF2 and Overwatch but that budget leaves a lot of room for a good graphics card if he needs one.

Is there a way to keep his current motherboard and get a decent enough CPU to stream and get a decent GPU as well? I'm worried he won't be able to install a motherboard without fucking up to be honest (this is the kid who didn't know what an operating system was).

Also would he need to upgrade his power supply, and if so do you have any recommendations for that?

Ok, I'll just use that shop you linked. The design is a straight up early 2000s nightmare but the prices are pretty good.

The partlist is almost unchanged, although you could get an i5-6600 if you wanted.
CPU: i5-6500
Mobo: ASRock B150M Pro4S
RAM: 2x8GB 2400MHz CL15
SSD: 250GB 850 Evo If it's still not available by the time you order just get it from amazon, should be around 90€.
HDD: 1TB Seagate Barracuda
GPU: GTX 1060 6GB Only one that I could find that was reasonably priced. Might have to wait a bit for others to become available. Basically what you should look for is either an RX 480 (most will be 8GB) or GTX 1060 6GB. It should be <300€ with at least 2 fans (not like this one or this one). The GTX 1060 3GB is different (slower) so it's obviously going to be cheaper.

PSU is fine, although you'd need a molex to 6/8pin adapter if you were to get a GPU that needs two 6/8pin connectors. Wattage should be fine though.
If he wants a slightly better PSU that actually comes with two pcie power connectors I'd recommend the CX450M. It's actually reasonably priced and quite decent. If he wants something much better then the question is either how much better or how much is he willing to spend on it.

-8GB RAM because you asked for cheaper alternatives and I have no idea what you're going to use this build for.
-faster SSD because why the hell not
-RX 470 should overclock a bit higher and can keep a higher boost clock because of the lower power consumption so in the end it's almost the same speed except it's cheaper.
-PSU with a reasonable wattage (<400W build, come on)

Hey so after some waiting the MSI GeForce GTX 1060 OC 6GB GDDR5 still aint avaliable and the site who was selling it actually removed that part's page and after some searching i havent found any other 1060 that is around that price, 279 euros, so would you recomend going for a RX 480 or should i go for a GTX 970? And what kind should i pick?

In case you dont remember im using kuantokusta.pt as a price comparing website and i already ordered all the other parts you recomended im only missing the graphics card.

Sounds like a bit of an urban legend. There are pros and cons to both open air (2 fan) and blower-style (like the one we're talking about) graphics cards, but both will work fine most of the time.

I found an interesting article testing the difference between the two styles here, these are some of its conclusions:

Sounds like a bit of an urban legend. This isn't about open air vs blower. The "black brick" designs are simple the lowest cost version the AIBs could come up with. I'm not saying you can't build a good blower style cooler, but at the point where you go full plastic shroud and only use one fan not for noise related reasons but because half the fans means half the money spent of fans then that single fan is probably shit.
Those coolers are also typically just reused from old designs, which have a different die size so not all heatpipes are in contact with the die and so on.
Sometimes the manufacturer also locks the power target at a lower point than on the more expensive cards so they can't boost as high. After all there wouldn't be a point to buy those if there was no benefit.
Basically what I'm saying is black/grey blower cooler are the cheapest cards and they are so for a reason. Either because the cooler is shit or because they are artificially limited so they will be slower than the more expensive cards.
In this case since the reference cards are also more expensive these might actually be slower than the reference design. Which means all the reviews don't mean shit anymore.

About that test: I just skimmed it but they tested two cards with temperature target 80°C and what a surprise, both cards ran at 80°C.

Also let's take a step back and look at some benchmarks

Technically the Celeron G3900 got a better price to performance ratio than the i3-6100 since it gets you about 45% of the performance at 40% of the price.

Spoiler alert: Great price to performance doesn't equal great performance. It can just as well be terrible performance for a song.

Hey guys, I've recently been surprised by a birthday present which I was not expecting since it hasn't happened for 3 years.
My mother bought me a new computer which she knows very little about. She spend a little over 1k British pounds on it and it is not the best well rounded computer.

I can already tell that you are cringing to how badly balanced this computer is, due to having everything at a very high quality and then cutting off at the gpu therefore bottlenecking the whole build. For the amount of money she spent, she could have bought a build way more well versed, but regardless. I can't change the build as it is shipping right now, nor would my mother let me do that - so the only way I can make the best of this is to buy a better graphics card.

I currently have 60 pounds and though will have around 20 - 30 pounds more next week as I am unemployed for the moment.
After some research on affordable GPU's I have turned my focus towards AMD as predicted, and came out with a pleasant result.XFX Radeon R7 360 2GB GDDR5 only at £82.99.
It fits nicely within my budget and outperforms my similar priced graphics card almost 800x as benchmarks do tell. I would like to run everything at the least on low and potentially at 1920 x 1080p since I never had that luxury before on my really terrible laptop.
I came here not to tell a story but to receive your insightful opinion on my current situation and whether you think this is the best move or if you think there's something I could do better.

The PSU is garbage as well.

But a Quadro for games? Not only that but a 5 year old Quadro? That's borderline criminal. 5 year old GPUs shouldn't be sold as new.

Maybe sell one fo the 850 Evos to boost your budget a bit.

Yes, it is indeed very sad, but I'd like to keep the setup as it is and replace only the GPU, since it would be considered rude to sell a gift or a part of a gift from someone else, by the way I was raised.

Although I was thinking that if I had to sell anything to obtain money it would be one of the RAM sticks which would be the least needed on this build. and thanks for your opinion! I shall be upgrading my psu whenever i can therefore being able to buy a better gpu later on or maybe crossfire two cards if it ever deems necessary

Another thing if you want G-Sync/FreeSync that's an obvious advantage for the 480, FreeSync monitors are about 100$ cheaper and there's a whole lot more of them.
