Honestly its a up to you to decide if its worth it. If you are planning to overclock, then yes, watercooling will help. Keep in mind water cooling can get pricey from all the parts you need such as fittings, radiators, blocks, etc.

I am planning to build a complete desktop from scratch, the sooner the better but will most likely have to wait at least 4-6 weeks.
It will be 99% for gaming and my current line of thinking is to get an i7-6700K and an nVidia 1070 with the intention of getting a second 1070 for SLI in a year or two (so long as the CPU won't be too much of a limiting factor)
I am not rich but can afford to buy i7-6850K and 1080 IF there is a substantial improvement in performance OR a substantial longer life expectancy for PC as a 'gaming' PC
I live near Vancouver, Canada and my budget would be around CAD$3000 but can go higher.
Are the new CPU's worth the extra money from a gaming point of view? Mainly CSGO and TF2 but I expect I will also want to get into newer games since the PC will be able to play them. I prefer FPS games. I might also try to stream sometime.
What kind of build do you suggest (including monitor and keyboard)?

AiO water coolers are terrible. High end air coolers are better. A custom water loop would be better but isn't even close to being within your budget. It'd also be a ton of work.

3000 MHz RAM is a bit overkill.
The CX600 isn't great, i'd get this one or if you want a semi modular PSU this one.

First things first: There isn't much point in doing the exact part list in advance since prices will change. So I'm just trying to get a general idea now and figure out how performance you need. Then you post again in the week that you'll actually build it and I'll make the part list with the current prices.

Now about performance. Right now more than 4 cores hardly ever help in games. In fact because the 6850K is Broadwell, which is slightly slower than Skylake and also lower clocked than the 6700(K) it will actually perform worse in most games. In other words it's a waste of money for gaming.
How sure are you about streaming? Because if you won't then even the 6700K is more than you need. An i5-6600K would do just fine. You still have a few weeks to think about that.
Similar story with overclocking. Except you do get better performance in all CPU limited games. However you actually need to overclock. If you buy a Z170 mobo, a cooler and a -K CPU but then don't overclock it you've paid around 200$ for something you're not using.

A 6700K shouldn't be a problem with your budget but I like to mention these things anyway. 200$ are 200$, not some pocket change.

Now about the GPU. Apart from TF2 and CSGO which games would you like to play and how many fps on what settings and resolution do you want to get? That also brings us to the question what kind of monitor do you want? 144Hz? IPS? 1080p or higher? Lightboost? GSync/FreeSync?
It's generally best to get a GPU that does what you want it to do and just get a better one a few years later when you actually need a better one. To buy that kind of performance now you'd pay a massive premium. The GPU market moves so fast that buying a 300$ GPU now and then another 300$ GPU in 2 years actually gets you more performance than buying a 600$ GPU now. That's why you should just get the cheapest GPU that exceeds your requirements. Which obviously means you have to figure out what those requirements are.

About SLI / CF: It's generally recommended to get a single GPU if you can. Obviously not an option if you want more power than the fastest GPU available can provide but in all other cases you shouldn't use SLI / CF. There are a number of reasons:
1. It doesn't always work. If there's not SLI / CF profile for whatever game you want to play you just get the performance of one GPU.
2. Most profiles use AFR (alternate frame rendering). That means GPU 1 will render frame 1, halfway through GPU 2 will start rendering frame 2, once GPU 1 is finished with frame 1 it will start with frame 3, halfway through that GPU 2 finishes frame 2 and starts with frame 4 and so on. That means while you might see almost twice the fps the input lag stays the same. In fact it actually gets worse.
3. You need a motherboard that supports it and a PSU that can handle the power draw of two GPUs which adds to the cost.
4. With two GPUs next to each other they'll heat each other up and won't clock as high.

The end result is that you really won't get anywhere near twice the performance and it will cost you more than twice the money. A single GPU might actually get you better performance for less money.

Besides from TF2, CSGO I have no idea about what games are even available but FPS is my genre. I have heard about new Quake being released so will want that to run well. So to set an 'wish performance' a minimum of guaranteed 144fps (at lower settings is ok). Obviously higher fps is better.
I would like a 24inch 144Hz monitor for FPS gaming. I don't know anything about IPS / Lightboost / GSync/FreeSync.
From what you said it sounds like I want to get a 6700K and I am happy to OC (no experience with water cooling though) and a 1080 GPU. If SLI is not worth 'upgrading to' then get the 1080 now.
Streaming is not a priority at all but a 6700K should be capable of it?
Not planning on moving it but don't care too much whether ATX or whatever. Since it will be in my bedroom from time to time it would be nice to keep it on the quieter side though.
Will start doing my own research and will ask your advice again when it is time to buy.

That's because those PSU were cheaper than models with lower wattage.
You can check it http://outervision.com/power-supply-calculator but just a rough estimate would be:
<100W for the CPU -> <150W overclocked
50W for stuff (mobo, hdd, ssd, fans)
That still leaves us with 200W for a GPU. A 480 needs less than that even overclocked.

However there are obviously other options if you want maybe a 300W GPU some day.

my friend is thinking of buying a computer for gaming. his budget is ~550. he has a monitor with hdmi so he'll need a graphics card that can do hdmi, and probably also dvi-d incase he wants to upgrade to a 144hz etc. i would say he wants to run tf2 on normal settings without a config or anything. he's more of a casual gamer so hard drive is alright and he will play other games as well. he wants a case with a power supply

I built it a few months ago but just got the GTX 1080 yesterday. Only reason I went with such a high end CPU is because my buddy that works @ Intel hooked me up. Still waiting on a 1TB SSD to add to the system.

Which games? What settings/resolution/fps are you aiming for?

When are you going to buy it? As in fairly soon (<2 weeks) or is this just some planning a couple of months in advance to figure out if the budget is enough?

sorry but i don't know about Hyperthreading, i'm studying to become an engineer and these years i've been using NX by Siemens, but maybe i'll have to use other programs in the future
