Honestly, I never tested it. Going by the data I have gathered on TF2 multithreading and a rough single threaded comparision between the two my educated guess is that overclocked the G3258 wins by a decent margin. On stock clocks the 860K might win, but it's close.

That processor does pretty well with source games, that case is awesome, did a build in it just a few days ago. I would suggest getting the full atx H97 mobo rather than the micro atx, it will look off in a full atx case with a window, plus the atx H97 has more features anyway. And you might as well get matching blue ram, idk aesthetics are nice when they aren't any more expensive (you will be seeing the inside because of the window)

That processor does pretty well with source games, that case is awesome, did a build in it just a few days ago. So my problem is that Im getting worse fps in tf2 and csgo than I should really get. For example in csgo benchmark map I get fps around 170 while my friend with win10, i5 4690k and gtx 660 gets +200 fps. Only difference is that he runs lower resolution than me. I've tried different settings (lower/higher) without any notable changes in fps.
In tf2 I get +200fps in 8 player dm, 120-200fps in pubs. Tried different settings without any real fps gains, getting a bit better fps with dx81.
Cpu and gpu temps are fine, only thing I've noticed is that my gpu usage jumps around 30-99% while playing.
Mostly stays around 50-60% usage. I know both games are cpu heavy. I know my fps is still playable, but it bothers me how "worse" pc build can get better fps than me.
What could cause this? All power settings are on performance, done clean install on nvidia drivers, reinstalled windows and so on. Pls help.

Other games seems to work fine (Fallout 4)

Thanks setsul and lias for the advice I'll keep them in mind

Would it be more beneficial to have a better CPU or GPU in case I want to get into newer games/ future releases. I'm thinking GPU which is why I had the 4GB VRAM. I'm thinking about cutting the SSD for it because I don't really mind slower start up and loading times. (I should probably mention that I don't really mind playing on low ish settings i'm not looking for like super high settings in new games and stuff)

I'm not sure if you understood what I said. 4GB vs 2GB VRAM is the same as a 4TB vs a 2TB HDD. It's not any faster. If you don't need it it's just a waste of money. And on 1080p 2GB VRAM is plenty.

But you don't need to. As I've mentioned before 380 = Fallout 4 1080p Ultra ~60fps. So on "low-ish settings" I don't see any problems for years to come.
On the CPU side you're safe, too.

There's just no need to sacrifice far lower loading times (affects all programs) for 10% more fps if you're already getting far more than 60 fps on mid settings in all games, even 60 fps on max in some games.

Still 30 fps worse than my friends. I managed to rise my average fps by disabling Intel Turbo Boost. On native resolution(1920x1080) I get ~197fps and on my friends resolution(1280x960) I get fps around 200-210.
Strange thing is I get better fps than him on 1920x1080 while he beats me on his 4:3 resolution. All this on cs:go.
I checked my fps again in tf2 without any significant boost. In pubs it dips below 140fps and in dm it jumps around 140-200. No huge difference between dx8 and dx9. When theres no other players around my fps is 400-600. What do? Could faulty pc part cause this? Like my 4 year old psu? Maybe I just give up for now and overclock my cpu in future...

Nope hes running stock clocks.
Also I did benchmark tf2 with the timedemo thingy and got results:

2639 frames 11.538 seconds 228.72 fps ( 4.37 ms/f) 15.765 fps variability

Which seems to be fine, so maybe Im just overreacting. Replaced my old autoexec.cfg with clean Comanglia's fps config before doing the benchmark tho.

KuantaKusto doesn't even have an LGA1151 category yet so they might've not added it to the database yet. Check some shops directly.
One alternative would be the B150M Pro4S.
Also slightly cheaper PSU, same platform: Seasonic S12II 430W.

PSU is horrible. I'm not kidding. It's not even 80 Plus. 80 Plus Bronze is pretty much the minimum acceptable today and this one doesn't pass the base 80 Plus. I've got a 16 year old PSU lying around that's better than this one.
Seagate Barracuda might be cheaper.
Haven't checked the case.

GPU is pretty weak. We're talking "struggling to get 40fps in OW on low"-weak. 360 is ok, 260 might be cheaper though. The 250 is just too far down, even the 255 is ~30% faster, 260/360 ~100% faster.
Mobo is seriously cut down. I understand you want to save money, but this is too much, I mean PCIe 2.0? Cut any more corners and it's a circle.
PSU is horrible. I'm not kidding. It's not even 80 Plus. 80 Plus Bronze is pretty much the minimum acceptable today and this one doesn't pass the base 80 Plus. I've got a 16 year old PSU lying around that's better than this one.
Seagate Barracuda might be cheaper.
Haven't checked the case.

Best depends on why you need LGA2011-3. Generally there's 3 reasons:
1. Bragging rights. ->flashiest or cheapest
2. 8 cores. ->any will do, maybe pay some attention to the VRMs for overclocking
3. 40 PCIe lanes. ->microATX obviously won't do (conflict with 1.2)

It would boot even with just one stick. But you should ask yourself these two questions, if you're willing to go with two sticks for now:
1. Do you even need twice the capacity? If you definitely want Quad Channel and still want to be able to upgrade later there's mobos with 8 slots.
2. Can you even afford LGA2011-3 if you have to cut cost on the RAM?

For games an overclocked i5-4690K would be better. It should still be able to handle "shitty quality streaming".

The build would be for simple operations like browsing the web, checking emails or writing documents. I would place emphasis on an fast performing solid state drive. I'm looking for a build that is powerful CPU wise and could potentially save energy where possible. High performance around the operating system would be key but I'd also like valued parts, a noiseless operation and to some degree an energy saving factor. I would not require a monitor, internal hard drive or OS. The graphics card if any, is up to you. Please work your magic.

The heatspreaders are usually glued on so I wouldn't try it.

Very few have "removable" heatspreaders where you can remove the top part that would interfere.
