Dont get AMD multicores, most games are not able to use all of the, thus youre limiting your performance with better Hardware.
The BIOS compatibility thing just means that you might need to update your BIOS, however the case thingy means that the case is too small to fit all your parts (especially the videocard) in.

Your CPU was never really that good when it came out. And it's been 3 years since then. Try going for a i5 4440 or i3 4130 build instead?

For your OS, get it off of /r/microsoftsoftwareswap for $15 instead. It might seem fishy, but it clears up budget for other parts of the build.

Unless you're really bent on using minimum graphics, I doubt you'll be able to hit 1080p 144fps on an i3/6300 and a 950. I mean, if it's only for TF2, then I think you can do that comfortably with Comanglia, though. Also, try buying a R9 280/285? I'm not sure how the 950 stacks up to its AMD counterparts so it may be fine.

Better GPU won't help at all in TF2.
And yes it's kind of important to name all parts you want to upgrade.
Still, upgrading the GPU won't help at all so don't do it.
Also figure out what I wrote at the end of the last post first.

I could just recommend the best GPU <200$, but I'd rather not go overboard. Name a goal (fps/game/settings/resolution) and I'll find a card that does that and maybe a little more. Pretty much anything will be an upgrade from a 6 years old card.

I'm looking to make a cheap PC (Between 400-600 USD) to stick in my living room. Don't want it to play anything at ultra, more for emulation purposes and some low intensity games (Source engine, Ultra Street Fighter 4 and other fighting games, maybe Rocket League) at 1080p60. Possibly small form factor so it can go on a entertainment center shown here. Any help would be greatly appreciated.

#896 My biggest concern is being able to run Fallout 4 comfortably, right now it's damn near unplayable on the lowest settings. Any FPS boost in TF2 or other games would just be icing on the cake.

What kind of emulation?

I'd say a 380 is already more than enough.

143$ for 60fps in Fallout 4 on Ultra / 1080p. Anything beyond that is definitely overkill.

Check your PSU though. It shouldn't be a problem, but it's better to make sure. And it the unlikely case that you do need a new PSU there's enough of the budget left.
