was this with the precision boost enabled or with the frequency locked ?

Precision boost is disabled, as I did a manual overclock. I'm going to take the guess that if I had left precision boost on by not overclocking it would be much worse. This is because the base frequency for all cores would now be 3.5, and one core would go up to 3.9.

Considering that TF2 produces full load on 1 core and about 30% on another (+30% on a 3rd for GPU driver) that would not have changed much.

Have you tried it with SMT disabled / core affinity set?

Has anyone taken a look at Windows 10 "Game Mode?" It seems to make a notable impact only in the case of several background processes clogging your system, which could be interesting for streamers, or people who don't like to close other programs when running the game.

In general, there is no major frame improvement, and in one or two cases, it markedly decreases min frame rate.

I'd highly recommend disabling it.

Some people benchmark HL2 ep2 with various DDR3 memory timings. Conclusion seems to be it can help with responsiveness and increases minimum framerate, but the average FPS increase seems negligible.

1600 will do less or similar fps in tf2 really (my max is ~197 fps @3.8GHz in benchmark1), cuz source loves high clocks due to its age. Ryzen also tends have "smoother feeling" in games, the frame times are much more stable and it won't jitter as much as Intel. I'd suggest to upgrade ^^

So...
I saw the article on Phoronix, showing improvements in the latest Mesa 17 (formerly: Mesa-git) driver for Radeon GPUs. Seeing the huge improvements, I decided to compare how TF2 runs on Linux, compared to Windows.
My first impression on Linux was... that the game runs noticably smoother. I needed some slightly more... quantified evidence for that - and here it is.

Windows 10 Pro x64 (Creators Update, Crimson 17.7.2):

2639 frames 20.047 seconds 131.64 fps ( 7.60 ms/f) 8.975 fps variability

Kubuntu 17.04 (latest Mesa 17 driver from Padoka's PPA, Linux kernel 4.13rc3):

2639 frames 18.673 seconds 141.33 fps ( 7.08 ms/f) 8.006 fps variability

Sure, the benchmarks say only 10 fps of improvement, but the game does feel smoother on Linux. I highly encourage you to try out!

On both OS's I used the same FPS config (Rhapsody's) with the following settings:

rpc_showsbgraph
rpc_enablesprays
rpc_enableshadows
rpc_enablefeatures_low
rpc_disableragdolls
rpc_disablegibs
rpc_experimental_on_amd

I saw the article on Phoronix, showing improvements in the latest Mesa 17 (formerly: Mesa-git) driver for Radeon GPUs. Seeing the huge improvements, I decided to compare how TF2 runs on Linux, compared to Windows.
My first impression on Linux was... that the game runs noticably smoother. I needed some slightly more... quantified evidence for that - and here it is.

Looks correct on my side. The one with a smaller font in the menu is on Linux.

The game can still freeze randomly. Rare, but happens. I'll be playing TF2 for quite a bit on Linux, so if I notice anything interesting, I can report here.
