Two problems

I tried contacting Steam support but I got this message: "Access is denied (15)"

1) Nearly every day, I can't join servers because "an issue with your computer is blocking the VAC system." I repair system files and I can join servers until the same thing happens the next day or the day after. I removed all of my custom files and then verified the integrity of my game files, but that didn't fix it. I don't use any of the software that can cause this problem.

2) If I try to play while anything else is open, my game becomes unplayable - when I move my mouse, it's very slow and jerky. Even if my Windows file explorer is open, or somebody sends me a Steam message, my game is unplayable. I can't join my teammates in a Teamspeak channel when I play competitive TF2.

are you on wifi? if so try updating your network drivers or switch to wired connection
are you using any security applications or vpn? if so uninstall them and restart
try powercycling your modem by unplugging it from the power source for 60 seconds

for your second issue – background applications may be the culprit, get rid of them with these steps and restart
try turning off any game overlays – discord, razer, mumble
try using another video mode – use borderless window (-sw -noborder in launch options) if you're using fullscreen (-full) and vice versa
