Stutter issues when others use internet

Recently my game would jitter any time someone is using the internet whether they would be using facebook calls to streaming shows or something. This is also slightly noticeable when I'm in a mumble/discord server and worse when I'm using both.

Speedtest shows that I'm on 200down/35up when my connection to games is fine and when it turns to shit in ^ situations, however, my speed/situation has not changed in a year or so but this is a recent issue for me

Any help is appreciated, already tried restarting my router and am already on ethernet. I'm planning on calling my ISP next but have no idea how to articulate this issue clearly.

you have 200 x 35 so you're probably not maxing out bandwidth causing this to happen. Could be possible though that you're having some kind of QoS issue where it's heavily prioritizing known UDP traffic either on your end or your ISPs end. Which isn't surprising given all the things you mentioned (mumble, discord and facebookcalls) are all VoIP traffic which would be among the first things considered for prioritization.

So Step 1. Log into your router and look at your QoS settings (if enabled) if it's enabled given the bandwidth you have just disable it.

Step 2. Call your ISP and see if they do any Network prioritizing for VoIP traffic. (this will be rough cause tier-1 and probably tier-2 will have no clue what you're asking)

also did this issue occur for you starting on Apr 23, 2018?

I played tf2 a little before 4/23 without any issues, just came back about 2 weeks ago to these issues

my isp's router settings don't allow me to disable QoS but i'll contact them about it to see what I can do

Just for anyone wondering April 23rd is the day net neutrality protections ended.

Good luck hope disabling qos on your router fixes it.

What's your bufferbloat score on http://www.dslreports.com/speedtest ?

The amount of bufferbloat in ms you see is the lag you'll experience if you max out the connection while you game.
