Strange TF2 Lag

I'm having an issue with my TF2 where around 3-4 times every 5 minutes my ping spikes to 300 and I completely freeze for about 5 seconds. This issue only occurs in TF2 and all other games work normally. I've tried reinstalling the game, changing configs, removing all custom content and verifying the game cache. I've also tried programs like ping zapper and I've tried opening the steam ports as well as the TF2 ports. I've run out of ideas at this point, and really would like to fix this problem considering that I am currently in a competitive team. No I am connected with ethernet into my modem. I have DSL internet where the phone wire hooks into the modem.

Do you have anyone else in the house who uses the network?
I had to deal with DSL internet over the summer, and it proved to be inconsistent if anyone else did ANYTHING on the network. Had the same problems in Source games, primarily.

I've turned wireless off of my modem to see if it was a bandwidth problem and it did not help. As far as configs go I've tried a bunch of different network configs but none of them worked. And as far as graphics configs go I just have a few things disabled like rag-dolls and gibs. I've noticed that choke always goes up during the freezes as well. It usually stays at 0 otherwise.

Decreasing your rate, especially to something that low, is going to increase choke. What's your upload speed from speedtest.net?

I have 300kb/s download speed which I know is shit, but my ping only got like this in tf2 recently (about a month ago)

I've made some progress with my lag issues. Inside my modem settings I changed to using ipv6 (ipv4 was on by default) and I turned something called QoS off. I no longer freeze, but I still sometimes go up to 200 ping. This is a million times better than before but still isn't perfect.

0.20 upload is really really low, the only real way to get lower ping is upgrading your internet tbh

I would have upgraded years ago if It was an option the only people that will supply me internet here is centurylink, and they suck ass.

Is .2 upload typical for you? Have you done a thorough virus/malware scan recently? It's possible something is periodically uploading data somewhere and tanking your relatively tiny available upload bandwidth causing the spikes.

yeah man, rural east coast internet sucks ass, I get .90 up on a VERY good day and still get 70-90 ping to chicago servers, hopefully in a few years there will be more options for us, the only real things I can think of doing are: do virus scans, make sure your drop line isn't fucked up/its raining, turn off your phone/consoles/laptops or anything else like that, play while your neighbors are out of town and turn off all the programs you're not using.
