Make sure to remove all custom folders (cfg, custom etc.) and then launch the game with -default, like Hopps said

that only temporarily ignores any non-default convars (and doesn't let you change them ingame) which is useful for testing but goes away when you remove the launch option

i think the only way to be sure is to reinstall the game, but removing tf/cfg and tf/custom and verifying integrity of game files will get you there I'm pretty sure, then launching with -autoconfig (once only)

e: also disable steamcloud since that can cause some issues i believe

Delete everything in your tf/cfg folder, delete all configs you may have in tf/custom, edit all cfgs you have in Steam/userdata/<USER_ID>/440/remote/cfg to be blank, then verify game files.

Finally, launch the game with only the -default -autoconfig -console launch options. In console, enter host_writeconfig; mat_savechanges. Quit the game and then remove the launch options.
