ok idk wtf this is but
if you're talking about this crosshair

pretty sure the outlined dot in the middle is a font crosshair (knucklesCrosses or fog's crosshairs), some huds already have them installed by default, if they're installed you will find them in the hudlayout.res file in the scripts folder of your hud, if you can't find anything on that file then you have to install them yourself

this looks like 2 crosses stacked on top of each other, both having around the same alpha (transparency), idk how he got that to work but it works i guess

you can also try installing VTF crosshairs and make a crosshair like that in photoshop or something but assuming that you're asking what crosshair this is in tftv i doubt you know how to do that

i might be overthinking this but idk

I tried to make a vtf crosshair similar to this, but couldnt get vtfedit to recognize the part of the line which has lower opacity. If anyone has a solution for this let me know. (the png file: http://imgur.com/sOPXGgM)

I used paint.net's VTF plug-in. Didn't test in-game but opening again in paint.net still has the correct opacities

But if you've not done this before it's easier to have an already working VMT file (example: crosshair1.vmt) then just rename shemr.vtf to crosshair1.vtf
