adjust the xpos and ypos values of the hud crosshair, and if that's not enough mess with the wide and tall values in combination with xpos and ypos changes. You may have to adjust the size of it, but with enough tweaking you should be able to center it

if you can find where the crosshair is stored (most likely hudlayout.res within scripts within your hud folder), then bring that up and find the crosshair that you're using. It might be called xhaircircle or something similar. I would first suggest changing the xpos and/or ypos values first to see if that fixes your problem. If it doesn't, experiment with changing the values of the wide and tall fields. With enough tweaking, you should be able to center it properly

Honestly, just use VTF crosshairs. They are always perfectly centered, can never get off centered, you can adjust the size and color from ingame easily, you can use different ones for different weapons and they are much easier to transfer over to a different HUD when you want to change your HUD.
Here's the link to the VTF guide:

And here's a link to a bunch of alternative crosshair files:

"ql_7" looks pretty much like the one you're using.
If you don't like the outlines let me know. I should be able to remove them for you.
