When I open csgo, the frames are locked at 30 fps then locks at 60fps after a couple of minutes. I have an intel integrated graphics card and I have the settings set at vsync depending on the game settings but I don't see a vsync setting in csgo. This doesn't happen with tf2 though. Can anyone help me unlock the fps? I've also tried fps_max and it doesn't work.

Try changing the priority once you launch the game. That tends to fix it for me.

If you're on windows 10, launch the xbox app and disable windows game dvr as it was locking csgo at 30 fps, disabling it did the trick

Open the xbox app, disable game dvr and then uninstall the app with powershell
