Choppy After Recent Update

A few days ago there was an update, after downloading the update my game experienced an unusual "choppiness" that didn't happen before, while maintaining high fps and low ping.
I've searched everywhere and tried everything I could think of and nothing helped.
(I've tried changing video and interp settings, updating drivers, cleaning out my computer, uncapping/capping fps, and reinstalling tf2)
I've monitored my system resources while playing and they don't spike up or go to max load.
I don't experience this in any other games except tf2.

System Specs:
Gtx 970
i7-4790
16gb Of Ram
Windows 10 64 bit

edit: Turns out the real issue was that after a driver update nvidia switched my monitor back to 60hz instead of 144hz

check if that still occurs with -default in ur launch options. if it does its ur pc.

its summer so make sure u clean ur pc regurally to avoid fans full of dust

after trying -default, it doesn't happen, but theres no way I can play with that all the time

I had the same problem before and this video solved it, remember to backup all your configs and your custom/demos folders.
