My TF2 is very buggy

Approximately three weeks ago, I made the upgrade to a desktop pc. *SWITCHING TO DX90 FIXED THIS* After installing tf2 I noticed right off the bat a very odd graphical glitch in where things such as weapon models, stickys, buildings (among several other things) were pitch black. I ignored this initially because it didn't have a very large impact on gameplay. However, recently Ive begun to notice a new series of oddities in my tf2. Whenever I go under water (like on a jump map for example) my screen becomes all white, an opaque water texture, or flames. Also Ive begun to notice a strange stuttering that affects everything besides hud elements (like viewmodels, this also concerns me the most because it makes playing unbearable)

I get this stutter/ strobe effect regardless of fps

I've tried disabling aero, applying an fps cap (289), and making sure v-sync is off

OS:windows 10
Refresh: 144hz
CPU: Intel
GPU: AMD (recently updated to the windows 10 version of drivers, problems were already occurring before I updated)
Launch options: -w 1920 -h 1080 -novid -console -useforcedmparms -freq 144 -refresh 144 -full -noforcemaccel -high -noforcemspd -nod3d9ex
Dxlevel: 98

fix for your problem with black stuff: mat_mipmaptextures 0
clean your custom folder and launch tf2 with -autoconfig and verify game cache
did you edit comanglia's config?

I'll try mat_mimaptextures 0, but from memory it makes tf2 look pretty grainy

I did edit the config, but only slightly

After doing the steps you've listed and lowering my dxlevel from 98 to 90, the black models and water bug are both solved. I still get stutter though
