TF2 not finding servers, Steam not down

So I was joining the #tf2mix server for a pug, doing some pre-game, when the game freezes up and all I could do was look around, like my internet had dropped, but my ping was only about 60 something. I disconnect and try to reconnect, that doesn't work. I restart the game and try to connect, that doesn't work. I try a few other servers, they don't work. I validate steam files and try again, that doesn't work. I run a quick virus scan and a registry defrag, and they find some problems, but no viruses. I restart my computer in hopes that the problem is fixed, but no dice. I need help/advice, other than re-installing TF2, because I at a college that only allows 6.5 GB download per 24 hours. If I have to, I suppose I will, but I would really really like to avoid that painstaking process.

I'm not even connecting to servers by the way. It tries for a bit then says "failed after 4 retries" or whatever it is.

Sometimes you can fix server related issues by deleting ClientRegistry.blob (in .../Program Files/Steam) and restarting steam. May or may not work.

Maybe your ports are blocked? Can you join any server with any other source game?

More than likely though it's quota related.

It was working fine earlier yesterday, so I don't think that would be the problem. Dota 2 works fine (if that counts) and I'll try L4D2 right now.

I've had a problem where every once in a while I can't see any server info, and can't connect to them. If I 'view server info' for a friend that I know is in a game, it'll show no information. My solution has been to reset my modem, and it always works right after.

Money is on a firewall blocking it then (on your computer). I don't see how else TF2 could get filtered out but every other game using the same UDP/TCP ports won't work.

usually when i launch tf2 then alt tab the server browser just fucks itself so I have to join a server quickly or i lose the privilege of playing online

Firewall was blocking it apparently, so I unblocked it. Still wouldn't connect. Restarted Steam, still wouldn't connect. Turned the firewall off, still wouldn't connect.

Do you think my college could be blocking access to it?

College is greenlighted, so that's not the problem. If anyone has any other suggestions it would be great, I am still unable to connect. I think I'm going into withdrawal.
